Why the hour pillar uses true solar time
The hour pillar is set by where the sun actually is, not by what a clock in your time zone says.
Clock time is an administrative convenience. A time zone is a wide band of longitude all agreeing to say the same number, and daylight saving moves it again by an hour for part of the year. The tradition wants noon to mean the sun overhead, so a birth time has to be corrected for longitude and for the small yearly wobble astronomers call the equation of time.
The correction is not trivial. Near the edge of a wide time zone it can run past half an hour, and that is easily enough to move a birth from one two-hour branch into the next one, which changes the hour pillar of the chart.
None of this affects a daily page, which is about a whole calendar day rather than a moment. It matters when you are casting an actual chart from an actual birth time.
