降 means to come down, so the name has frost arriving rather than forming, which is how it looks from the ground. It is the last term of autumn.

It is a medial term inside the 戌 (xu) month, so no pillar changes with it. Winter starts a fortnight later at 立冬 (lidong), and the month pillar changes then.
