The name means the setting up of spring. It marks the sun reaching a fixed point on its yearly path, which is why it lands on nearly the same date every year while the lunar new year wanders by weeks.
立春 is a sectional term, 節 (jie), one of the twelve that start a month pillar. It opens the 寅 (yin) month, the tiger month, which is the first month of the year in this system. Both the year pillar and the month pillar change here, and nothing else in the calendar has that much riding on it.
